For computer science you should look out for NITs Durgapur and Jamshedpur and you can easily get IIITs as they are the best for CS/IT. Apart from that you can have a great learning if you follow locations like Bangalore, Hyderabad or Gurgaon. Any good private college will give you equal opportunities.

my rank is 77687 so is there any chance of getting cs ,ec or ee in any goverment collage

With your rank it would be a little difficult to get into a government college but you can definitely check out some other good private colleges and universities.
