Most preferred college for Civil Engineering is IIT Delhi followed by IIT Kanpur and IIT Kharagpur respectively. Although all IITs are good for Civil Engineering. 

Apart from Centrally Funded Government colleges,

Amity University, Noida

SRM University-Chennai

Amrita University are also good for Civil Engineering.
