Hey, with a rank of 19k it depends greatly  on the quota you have got and whether you  are home state or other state.
19 rank ia bit higher to get into any government college if taken ranks of previous years in consideration.
But don't disheartened, JEE does a CSAB procedure after the normal 7 rounds. There's a lot of chance that you could get into a government college.
