See this decision is totally upon your interest. Group 1 exam is given for the highest rank job in AP. So group 1 becomes a state level exam, whereas Civils is a national level exam and it is for the most prestigious and important jobs in India.

For me Civils is the best option after 12th

So its totally up to you, where do you see yourself and what are you interests.
