Modak there are various engineering colleges in India including both private and government domain which has good hostel facilities , good placements and an average tuition fee structure but if you see in private area then these colleges are like SRM , VIT , LPU but they are having more fee structure and if you see the state level government institutions then you can find all the above requirements which you have displayed in your query.

I would say Jadavpur University is the best college with low fees,great facilities and awesome placements.It is often compared to IITs.In order to get into the college you will have to crack WBJEE with good rank.
