Apart from IITs the following government colleges are best for the civil engineering:-

1.NIT Tiruchirapalli

2.NIT Warangal

3.Delhi technological University

The entrance examinations for the NITs is through the IITJEE MAIN.And and there are many other colleges which are there in the list.Thank You.
