The Electrical Engineering Department of IIT Delhi is ranked best in India. It was ranked 37th in the world by the QS World Universities Ranking in 2013. 

Apart from IIT Delhi, IIT Kanpur and IIT Bombay are also ranked amongst the top when it comes to the department of electrical engineering.

As far as the placements are considered, they are more or less same across all the older IITs and depend mainly upon your performance during the course of your studies.
