Both the colleges are government colleges and Bineswar Brahma Engineering College Kokrajhar is the old one and Barak Valley has started its full-fledged operation from last year onwards. So we suggest you opt for Kokrajhar Engineering college but also suggest you take admission in nearby college. The decision is yours. Good luck.
