It completely depends on your interest, skills, both has its merit and demerits. If you are a person with convincing skills, thrilled to work on site then choose construction management. If you are good at design, analysis of structures loves to work off-site mostly,then choose structure engineering.
I would prefer structural engineering, coz it is on demand now. When you enter a job you will see structural engineers are rare and on most demand.
