For an IAS aspirant after 10+2 , any graduate degree of your interest 

you can pursue.

It is better if you choose the graduation degree which will help you 

in IAS preparation and you can have also sufficient time for your

Preparation like-B.A in history,Politics etc.

After +2 stream it is better to pursue a 3 year degree rather than BTech. Because you will have more time to prepare for UPSC exam.whereas in Btech you won't have sufficient time to prepare.So better a pursue any 3 year Science degree.And after that Go for UPSC exam and score Better.
