Mahatma Gandhi did not support "heavy industries". Gandhi's economic theory was based on self-sufficiency, rural development, and the encouragement of cottage industry. He believed in economic decentralisation, and local empowerment through small-scale industry, and self-sufficiency. He advocated for "Sarvodaya," or "everyone's welfare", and felt that local communities should be self-sufficient, and have authority over their economic activity. Heavy industries did not fit his idea of a decentralised, self-sufficient economy.
