Both EE and ECE have equivalent scope in India. It simply depends upon your choice that in which field you are interested in. If you are interested in Electronics, Robotics etc. then you should go for ECE ; on the other hand if you are interested in Electrical Systems then you should go for electrical engineering. While electrical engineering has more scope in government sector ECE has scope both in govt and private sector. Hope this helps.
