The key difference between University and deemed to be university is that a deemed university is not a full fledged University but has the system of autonomy provided to a University the title of 'deemed' by DHE  under the ministry of human resource development and on the advice of University Grant commission. So  considering all the facts deemed university is better than deemed to be university.
