Cyber crime is increasing at a high rate, and the need for Ethical Hackers will also rise in the near future. For becoming an Ethical Hacker, the first step is you need to do a BSc or B.tech course in Information Technology or Computer Science. You can choose any one of these. Both are equally good. Information Technology can be said a branch of Computer Science. It's better to do BSc in IT for becoming an ethical hacker.
Also, certification from a reputed institute enhances the chance of getting hired by some big names in the IT sector.

I think you must be refering to Ethical Hacking. So, you can choose any of the two course because in most of the course syllabus cyber security is not in much detail but if you want to learn in depth you need to do any certificate course and you should get certified by EC Council to be a certified ethical hacker.

So you can choose any course like BSc CS , BSc IT , BCA or even you can be ethical hacker without any degree you just need certification from EC Council .
