Hello Sunny,
Although AIIMS Mangalpuri is not that much developed and well equipped infrastructure for MBBS because it's still in construction mode. But if you look after 5 years, AIIMS will be more premier institute than JIPMER. You should go for AIIMS over JIPMER.
