Individual states allow their domiciles to participate into counselling. The definition of domicile for each state is well defined in their prospectus. The only counselling where canddiates from all states can apply is ALL India NEET counselling which is conducted by DGHS for 15 5 quot. a seats and also for deemed and central universities.
