Every state level exam is best. And have best syllabus and colleges
It's all depends upon you where you are comfortable where you feel relaxed.
Surroundings are different
And syllabus is nearly same as concepts which being used are same.
They may teach you different applications but concept behind it is universal. And your thinking is limitless so you can go beyond this with your own efforts.

Every state entrance exam has its own syllabus. And by scoring good marks in any state entrance exam you can get admission in the respective colleges that accept that entrance. 

Every state has best colleges in some or other ways. At the end it only depends upon how much skills you. Colleges do matter but what matters the most is how skilled you are.
