Any state other than your domicile state does not allow you to attend counselling for government quota seats or 85% state quota seats.

States other than the respective domicile states allows students to attend counselling for private quota seats in private colleges only.

Be it Karnataka or any other state you can attend counselling for private colleges in other states and both private and government in your state.
