Such cases occur frequently due to some error in connection or networking with the bank.Just take a screenshot of screen showing payment unsuccessful and mail it to the bank with a picture of your passbook which will show the debited amount.The money will be transferred back to your account.But first check if they have made the application successful.If they have done,then your problem is solved automatically.Hope this helps.
