Dear aspirant,while filling option form you will always have to fill it according to the preference you have.Like if you want CSE of a particular college then you have to fill it in topmost priority and after that if you want Civil of that Institute then also you should put it on second preference.For ex if you want only CSE then you should fill priority wise CSE of different reputed institute and after that fill for other preferred courses similarly as per your interest.If you want a particular Institute then you should fill all the branches of that college first and after that other colleges.Option form should always be filled with care and attention,as this is the most important part of counselling.

Yes, in engineering ,always first preference is given to that college which has highest reputation.As after completing his /her college one has to take placement from the campus,so big companies mostly come to those colleges which has some reputation. 

In India everyone is in the race for IIT/NIT/BITS Pilani which are the top ranked colleges in India, as these colleges have good reputation and placements.
