Any person in charge of a child who participates in or attends a child marriage, whether as a parent, guardian, or in any other capacity, legal or illegal, includes any member of an organisation or association of people. This includes anyone who acts in a way that promotes the marriage, allows it to be solemnised, or negligently fails to stop it from being solemnised.
