who is general and who is general merit

HI Lucky,

A student who does not belong to any category like to OBC, SC/ST, PWS. GEN-EWS then, he is considered to be a General category student.

Now, General Merit is the merit that is open to everyone means all of the other category students are also given place in this General merit.

Merit of all falls under this section?? Is it true?? And if yes then first chance is given to whom?? The students who have filled under general category..or other catagory students are given priority?
