India is not a Native English Speaking Country. But countries like UK,US, Australia, New Zealand are Native English speaking countries which mean their mother tongue is English. So to move from a Country whose Mother tongue is not English to a Country whose native language is English, you need to be able to communicate better either Academic or any other purpose. So exams like IELTS, TOEFL test your Language proficiency so as to check your adaptability to study in one of these Countries and live comfortably.
