if you are unable to access the website, you can surely try it after sometime, it can happen sometimes on government websites mostly due to heavy traffic.

you can change your browser and try or can try to open the website from the incognito window. incognito windows do not use cache(s) to open websites, your problem will surely be solved.

you can also try clearing the history from the crome settings and then try to open the website.
