IS applying EWS is necessary for DU admission even if I pass the cut off and am from general category??? 

Yes.

That year, when 95 is not the most awarded marks to students, the process of giving grace marks would stop.

This year too most students got 95 in various subjects. Even I scored 95 in two subjects. With 95, many other marks were common like 91, 93, 88, 80, 33 etc.

So the teachers of CBSE schools (not CBSE) decided to give grace marks for the class 12 boards this year, too. Next year, the same is expected. Habits that have continued for years cant be given away so easily no matter what.
