If a total family incomeis less than 8 lakh per annum limit, the family is considered to be in non-creamy OBC category.So, you are eligible.
Check your parents income for the last three consecutive years,if in any of the last 3 years it is below 8 lakhs, you are qualified for OBC Non-creamy layer status.
