With your above mentioned SC category rank, it'll be quite difficult for you to get any seat in CSAB special round in any of the the IITs, NITs and GFTIs. I'll suggest to take admission in any of the private engineering college in your desired stream and start working hard from beginning only.

As you have mentioned that your jee rank is 11999 which indeed is not thatgood rank to get into any of the IIITs, NITs, IITs and GFITs... And you fall under sc category which directly will benefit you to secure a seat your rank, but its somewhat higher so you would not easily fetch a seat.. But, hope for the best!!!!

See, csab round is held to fill in the vacant seats for the students for different NITs, IIITs and GFITs and its cutoff goes somewhat higher (rank wise). So, you have decent chances to get into different NITs except the top 10 NITS....
