Yes definitely, you can upload the self undertaking instead of your category certificate which would be provided by National Testing Agency. It declares that you will submit the original and valid caste certificate later on at the time of admission.
So note that you should get your caste certificate before the commencement of admission process, and also it should be of similar format as available on the official website of JOSAA which is also mentioned in the link given below :-

Your caste certificate should be of similar format as prescribed in the official website of JOSAA.

Yes as per the latest notification by NTA, candidates can submit the declaration form instead of the certificate only in case the certificate is not yet issued due to unforeseen circumstances or is in the process of issuance by the authorities.
The declaration can act as a substitute of caste certificate for the time being.
