I think that you have entered the wrong percentage by chance you must have obtained atleast above 93% for admission into B.Com at SD College, Chandigarh.
The Admission to B.Com is centralized which means all the colleges under Panjab University are given admission through counselling on merot basis. It is a first come first serve basis so you have to be present at  time on counselling dates.
Last year admission were opened at 114 percentile if you are talking about percentile and moreover you can't take hons in the first year itself, hons is given in second year based on the 1st year results, only if you have obtained more than 60% in the 1st year.
