As you have mentioned your marks and rank of gate 2019,first you have to check opening and closing ranks of different iits which is Available on website then you can choose college of your own choice.

IIT DELHI(Mechanical Design, Industrial Engineering,Thermal Engineering etc)
IIT BOMBAY (Thermal Engineering)
IIT BHU(Production Engg, Industrial Management)

Few old IIts hav cutoffs around 720 for Mechanical enginerring acdording to last year cutoffs.So you have good chance.
