Hi Purvi, It is seen from last year trend in NEET that you can get a clinical seat of your choice in NEET PG even in government college with your rank,for example the candidate who got rank 9868 got MD community medicine in Agartala Government medical college Via all india quota , So with state reservation/Convener quota, you could even get better colleges in UP and not just the private colleges, good luck
