This procedure was there when  one of my seniors went .

First he gave the exam then the result came and  ,then there was an interview followed by a medical check up .

No, you cannot join Navy or merchant navy without appearing for specific entrance exam.

Following are few entrance exams which can lead you to join navy:

• All India Merchant Navy Entrance Test (AIMNET)
• Indian Maritime University Common Entrance Test (IMU CET)

You cannot join any Institute of merchant navy in India approved by DG shipping without IMU CET. after clearing your IMU CET there are some institutes who conduct their private entrance exam and some may not conduct. so without any entrance exam you cannot join navy .
