As per your question, YES there are colleges which provide the entrance into the Mtech course, without GATE exam, however, you cannot get stipend for the course you enrolled in, rather you can do a part time job along with the course simultaneously.

you can get into IIT without taking the GATE . Regular M. Tech seats are available at IITs for candidates who are funded by their jobs. Such applicants are exempt from taking the GATE entrance exam in order to be admitted to M.tech.
