It's not possible to join NCC without college.

The National Cadet Corps (NCC) is a youth development movement. It provides opportunities to the youth of the country for their all-round development with a sense of Duty, Commitment, leadership, Discipline and Moral Values

If your college/university doesn't offer NCC , you can join NCC in some other college by providing all the documents they ask for , then you can join as a open cadet.
