Following are the main criteria to get admission in government medical colleges of karanataka:-

1.For all india quota seat you have to obtain atleast the cutoff marks for colleges you wish to get a seat in

2.For state quota seat you need to have a domicile of karanataka's state as well as have to clear the cutoff marks for respective medical colleges 

Thus, if you fulfilled any of these two criterias or both you are eligible to apply for the neet counselling there as well as getting a govt.seat too.
