JKBOSE formally announced the decision through an official notification released by director academics of the Board, Dr Farooq Ahmed Peer, stating that the students are required to attempt only 60 marks in the question paper, which shall be given 100 marks weightage. "The students shall require to attempt 60% marks only from the given question papers which shall be treated as equivalent to 100% at the time of evaluation. The score of students attempting less than 60% from the question paper shall be raised proportionately.
So yes, you need to attempt only 60% of the paper.

See as you have mentioned that right now you have to prepare for Boards as well so I would recommend you to give prior importance to your boards and try to secure more than 75% because the 75% relaxation is given only for this year and any how if you unable to crack JEE-Main this year then you have chances for next two years as well and if everything goes well in 2022 then there are huge possibilities that the 75% criteria would come back, so first of all get ready for boards.
Along with your board preparations you can keep continuing with your preparation of JEE-Main as the syllabus is quite similar except some topics which have been reduced from board's syllabus, but your prior importance should be Boards.

See there are two cases, so let us discuss about first case, you are eligible for JEE-Advance 2021 if you have qualified JEE-Main 2020 and was unable to attend JEE-Advance 2021 due to either being COVID positive or belonged to any containment zone but on the other hand in normal conditions second case will be there and you are not eligible because maximum attempts allowed for JEE-Advance are two in 2 consecutive years which includes the passing year of class 12th as well. So as you have mentioned that you had passed your class 12th in 2019 then you were eligible only for JEE-Advance 2019 and 2020. As per the eligibility criteria to get admission in Indian Maritime University , candidates must have qualified 10+2 or equivalent from the recognized board with physics, chemistry and mathematics as compulsory subject with at least 60% in each of these. The eligibility criteria to be eligible to apply for Integrated M.Tech course is that a candidate must have passed 10+2 or it's equivalent from a recognised board. Candidates belonging to general category must score minimum 65% aggregate marks in Mathematics, Physics and Chemistry taken together in 10+2 level. For candidates belonging to SC/ST/ category and candidates from Jammu & Kashmir, Ladakh and the North Eastern states of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim & Tripura need to score minimum 55% aggregate marks in Mathematics, Physics and Chemistry taken together. The admission is solely based on marks scored in 10+2 level. Whether the class 12th board exams are postponed or cancelled this will be the eligibility criteria because if the board exams are cancelled them the evaluation will be on basis of internal marks. So the percentage of marks that you score through the given criteria will be taken in to consideration for merit in the admission process.
