Candidates interested in Marine engineering in CUSAT need to give Cochin University of Science and Technology Common Admission Test (CUSAT CAT). Bachelor of Technology (B.Tech) in Marine Engineering is a full-time four years duration course Affiliated to Cochin University of Science and Technology, Kochi Approved by AICTE. Admissions will be based on the rank in the admission test, conducted for the purpose. Selected candidates will have to undergo remedial courses as decided by the University.

But if you are not a citizen of India then you may get admission under Foreigner Quota.
For getting admission in CUSAT, it's compulsory for everyone to give the CAT because the roll number generated at the time of registration and the rank which you will score will be the primary identity for you.
The CUSAT CAT is the normal channel for admission to most programmes in CUSAT. But in the case of the new Integrated MSc programmes in Mathematics, Physics, Chemistry and Statistics, preference will be given to students possessing KVPY (Kishore Vaigyanik Protsahan Yojana) scholarship. They do not have to appear for CAT, but they have to apply for CAT through online and should pay the application fee.

The last date to fill CUSAT application form with late fee is March 31. CUSAT CAT application form is available at admissions.cusat.ac.in. See you can appear for 10+2 but there is no need to appear for all subjects again because through Open board either of your state or from NIOS you can appear for only PCM subjects without wasting your year because for CUSAT you only need 50% or more marks in 10+2 in PCM combination and in other subjects you should have passed at least so you can appear for PCM subjects through any of the central/state recognized board of education. And if you are able to secure more then 50% marks in PCM combination subjects then you can use these marks to satisfy the eligibility criteria for CUSAT.

So you cannot get admission to second year B.Tech course through lateral entry after passing in Diploma in Electronics Engineering (Digital Electronics & Microprocessor).
