Firstly I want to tell you that there is no any restriction from the college side if you want to prepare for any competitive exam like Union Public Service Commission or any other exam along with your college studies. You just have to manage both the things wisely.
Now coming to your question that whether you should choose Delhi university or Jawaharlal Nehru University for Bcom Honours and also you want to prepare for UPSC and you are in dilemma that UPSC preparation will be better from JNU or du. So here I want to tell you that both the colleges don't focused on the preparation of competitive exams but yes somehow you will be finding that JNU offers some of the the sections of department for those students who want to prepare for UPSC. But in Delhi University also you will be finding much more crowd who will be preparing for UPSC same as like the crowd of JNU.
So you can choose any of the colleges which you are getting and there are no as such any restrictions you just have to manage both the studies accordingly and according to your priorities.

The University Sports Committee is comprised of the Sports Club Conveners Sports Coaches/ Instructors and JNUSU Sports Councilor beside the USAC members. USAC members can take important and urgent decisions amongst themselves as and when deemed necessary.
The Sports Office also has the support of an Assistant, 4 grounds men, contractual computer operator, tennis marker and other staff which includes staff from the horticulture and sanitation.
The sports programs are run under the prevailing rules and norms. The current Sports Administrative Committees tenure is of 2 years w.e.f. 25.2.2016. The USC meets periodically to plan and take stock of its programs.
The Sports office has an Assistant Director, Physical Education as In-charge. The office also has the support of Assistant, Junior Assistant besides the ground and other staff which includes grounds men and the staff from the horticulture and the sanitation.
At the beginning of each academic year in August-September the Convener and joint Convener for each game is selected, and they are facilitated by sports office for the conduct of their club activities all through the year/session. The Conveners are also the link between the students and the sports office. Regular practice and annual competitions, Inter Hostel and Inter School competitions are held each year.
Facilities for coaching and instruction are available in weight Lifting, body building activities, Taekwondo, Tennis and Yoga round the year. The sports office makes all efforts to encourage students for participating in sports by organizing various sports, other related events and the participation of students in the extra murals etc. with the help of the respective club convener. As per the requirements the sports office proposes development and maintenance of sports infrastructure on the campus to the concerned section of the university. The Sports complex comprises of a Sports Stadium with large open seating for spectators, the sports office, a Yoga hall, Weight Lifting and Power Lifting hall and open space for games like Cricket, Football, Athletics & Volleyball and two clay tennis courts with a practice tennis wall for beginners.
Apart from facilities for fitness and games at the Sports Complex, some indoor sports equipment is also made available to each hostel like Table Tennis, Chess and Carom as well as facilities for outdoor Badminton and Volleyball in many hostels. Some outdoor fitness apparatuses like horizontal and parallel bars are being installed in most of the hostels. The sports office also organizes clinics and workshops and in the past has covered popular and relevant topics like leadership and fitness in sports, officiating and coaching of games and sports, women sports festivals and sports events for the differently able JNU community.

Eligibility in Foreign Language is 45% aggregate from 12th std. For B.Sc Chemistry in DU you will need 50% or more marks in English, and an aggregate of 60% or more marks in Physics, Chemistry, and Mathematics.
