Vasavi is OU affiliated and VNR is JNTU affiliated. So popularity of vasavi is more than VNR.
Vasavi is vey strict about their rules and regulations and extracurricular is less while vnr is not much strict and good in extra curricular.
Talking about faculty and infrastructure so both of them were good.
The basic difference is placement record ,vasavi has good placement record than VNR . The are able to invite reputated companies every year while vnr lack behind . Package offer in vasavi is much better than VNR.

As far as the college (NIET) itself is concerned, it is a good college with pretty decent academic culture as well as placements but if we only talk about your branch CSE in Machine Learning and AI it has to be mentioned that this is a relatively new field of specialization to be made into an individual course by itself. in CSE (general) aspects of Machine learning and AI are covered and the students have a liberty of exploring these niche fields on their own through internships and other courses but bear in mind that if you opt for this course your area of expertise might be narrower and the opportunities available to you in terms of jobs and higher studies become narrower too.
If you do not have any other options or are really passionate about AI and ML then by all means you can go for it but do some research on your future career plans beforehand.

I am currently pursuing BTech course in computer Science Engineering. For this course, you need to know basic coding in languages like C, C++, Java or Python. You got to learn the difference between working of computer logic and human logic. Do not worry if you don't know these things as it will be taught to you starting from basics. Make sure that you have your own laptop or PC as you require it throughout the course. I would say that Computer Science branch is indeed a very interesting branch in BTech.

So here is my answer, in my 11th class I studied computer science as my main paper in that I brushed up my skills in C and C++, and when I was in my first year I had to pik up on python, it was very easy for me to study python compared to the students who knew nothing of coding so I can surely say yes u will pik the language up must faster. C or your c++ is the very first fundamental language based on this other language are build up so learning C or C++ is very beneficial. With only C u can pik up on any computer languages very easily. C++ is like a subset of C so knowing any 1 is okay.
Now for machine learning a little bit of coding skills is enough, but it's better to have knowledge of data structures, algorithms, and OOPs concept and guess what your C++ deals with this all !!

The computer science engineering course is a simple course of b.tech of 4 years . The computer science engineering with specialization is course in b.tech for 4 years where you will be taught some extra subjects which will help you to get specialization that you have choosen. After 4th year you will hold the graduation from b.tech with a specialized in one field(like big data science, cloud computing, business analytics etc).
Although this completely depend on the interest in which you want to get admitted and which course is more suitable for you.

If you have are interested in maths and physics but only in the numerical part and you don't remember then clearly you can't do anything as if you don't remember the formula or the concept how will you be able to solve a question. The numerical part is followed by the conceptual part.

Your question isn't clear to me but if you are asking that you are not understanding the BSc 1st year course well due to the problem in understanding or comprehending English then you have two ways left.
1) To try studying English and learning the language along with the course. Due to COVID you have got a lot of time. So you can invest that time in studying English from different open sources in internet.
2) If the 1st point isn't possible for you or you are not willing to pursue the idea I have suggested then you should shift college or do something so that you can learn in the language you are comfortable in.
Always remember Language doesn't matter but what you are learning matters. Although learning English is helpful because you will get a very large number of authors writing the most important books in your field or it will help in your higher studies by a number of ways but that doesn't mean without English you can't do anything. The point is it will get harder for you to sustain the higher education in any local language.
