Yes Cengage is a very decent book as far as chemistry concepts are concerned. One cannot guarantee whether a book is sufficient or not. Because when you appear for competitive entrance exams, the more you do, the more you get. But yes, as per your question, it's decent enough to refer cengage book and solve it's mcqs as well for the IIT jam chemistry paper. If you get more time, then do solve books like Arihant or Pradeep as well.

The paid certificates do definitely carry a weightage. And when you have a certification in any subject or course, it gives added value to your CV. Machine learning and data science is indeed one of the most in demand skill right now and you'll definitely be able to make a very good career in this field if you do a btech degree in ML and AI.
However, there is one requirement in the ML AI field which is not in other computer related branches and that requirement is very good knowledge of mathematics especially probability and statistics. If you are not comfortable with these topics at the 12th level then you might find the probability in btech very hard and challenging.

It is focused only on well-rounded education and typically small in enrollment size. It has emphasis on undergraduate education. The education is only as the classroom discussions. Not in the lecture level. There are only less competition to attain leadership. Sometimes these are described as miny-highschool because gossip spreads fast. But in non liberal National level recognition is provided. These are the basic thing about the liberal arts colleges.
