Most colleges allow students to apply for scholarships in first year and the students need to renew it in the next years. Colleges do allow students to avail scholarships in second year as well but more documentation and paperwork would have to be done and some universities may not allow the same as well.
Kindly consult your teachers and college authorities and submit the required documents as soon as possible.

Inspire scholarship- this scholarship is for those who pursue science in UG and PG programs and were in the top 1% scorers of their class in 10+2 examination.
MMVY- this scholarship is for the students who scored a minimum of 75% in 10+2 or got a 1,50,000 rank or less in Jee mains.
MMJKY scholarship is for all students doing any Ug,pg or diploma course. Engineering students can avail this scholarship if they had a rank of 1,50,000 or less in jee mains.

if you havea ews certificate then it will help you a lot but Scholarships are generally provided to candidates who belong to financially weaker sections of society and couldn't afford their higher education. There are various types of scholarships available to students. Some are government while others may be private or semi-government. Some of them are merit based, some are based on family annual Income, Some are based on types of course being pursued, Some are based on category as you have mentioned and there are many other factors too.
So you can get government scholarship depending on your qualification, annual family income, category, course and others. You would be eligible for government scholarship
The candidates having EWS Certificate can apply for government scholarship easily. so I'll suggest you to make EWS certificate as soon as possible.

If you have gap in your education, then gap certificate is a mandatory document. You have to provide gap certificate and proper reason for the gap to get full scholarship.
