see there are two conditions.....
if you are in government college and if you do any small mistake, u have a bad reputation infront of teachers then they might failed you they will not give you enough marks in practical or in theory exams. small mistakes in theory they will cut your whole answer.
and if you are in private college then they will try hard to not fail you cause you are the source of income for them. so in private generally they don't failed you but if you are too poor in study and you have a bad reputation infront of teachers then may be there is a chance that they can fail you or they will give you poor marks.

Technically you should be allow to chose this course as Maths (Advanced) is only for those who want to pursue PCM in class 11th and go into the technical fields. You can always request to your principal that according to CBSE, you cannot be stopped from taking Arts with Maths and if you are still not allowed then you should either change you school or complaint about this to CBSE as you should always fight for your rights!
