Step 1:- Register yourself on the official website for the All India Counselling and State Counselling.
Step 2:- Choose from the list of colleges, the college you are interested in for pursuing MBBS, when the choice filling window is open.
Step 3:- Round 1 results will be declared, and college will be alloted to you based on your NEET score and the choices filled by you.
Step 4:- If you don't get the college of your choice, repeat step 2 in the subsequent rounds (Round 2 and Mop up round).

As you have mentioned that your mother is an overseas citizen and she is staying as a OCI in India but the question which is your birth country. Your mother's citizenship does not affect your admission rather your citizenship does. If you are born in India then you would not get admission in NRI Quota but if you are born somewhere else then yes you can get admission in NRI Quota.

This is quite a big blunder from the college's side and honestly it should be there responsibility as you people are left with no choice. If there is no step taken by the college then I would suggest that if you can enter as a lateral then you won't loose a year or else you would have to take a year gap and make a gap affidavit explaining your situation.

see as long as you are capable to do the hard work to achieve your dreams nothing is Impossible. however since you did not study biology in 11th standard you would find some difficulty at first, I suppose chemistry and physics syllabus would have no problem for continue. however at first you have to give extra timing to cover the basics of biology of 11th course .

FITJEE delhi or Allen Kota both are really good in their own respective places.
Students usually prefer Allen Kota because it has that study environment and usually it's young aspirants working hard to crack their respective examination so that's a plus point that if you go for Allen Kota then you'll really have a study environment and while you see the competition and hardwork of your fellow students then you'll eagerly do the same.
Now if you're a resident of Delhi then you should opt for FITJEE since it'll save you money and also FITJEE offers scholarship to it's students. Now another advantage is that the batch for FITJEE is really small (40-50) so the teacher is able to focus on every student as compared to Allen who fits in lots of students in a single classroom.
The study material and tutoring of both Allen and FITJEE are very famous and really good. So the choice is completely yours and it doesn't matter whether it's FITJEE or Allen you have to do the hardwork, these institutes will just guide you there but you have to ultimately give the exam and score well. So the choice is completely yours.
