So, if you are in your 1st year of Civil Diploma at Government Polytechnic Dhule you cannot get admission to COEP right now. You can apply after completing your diploma only.
After completing your diploma you can apply through lateral entry scheme that means direct admission in the second year but for that the competition is very high and seats are very less so you need to score high marks in every semester. finish your diploma first and then apply for lateral entry.
Here are the steps to follow to apply for nmms exam scholarship:
1.You must be studying in Class 8 and your family income should be below 3.5 lakhs per year.
2. Visit the Official Portal and go to national Scholarship portal.
3. Register as a New User and fill your all details that are required like name ,DOB ,aadhar card,mobile number etc. create your Id and password.
4. Fill the Application Form and select NMMS Scholarship scheme and enter your details.
5. Upload Documents:
-Passport-size photo.
-Income certificate.
-Class 7 mark sheet.
-Aadhaar card
6. Submit the form to your school office for verification.
For BA 1st year the fees depends on your college type. It can vary college to college. Here's the expected fee structure from different types of colleges: - Government colleges: Total cost would be around 5,000 - 25,000 for per year. for example Delhi University, BHU, and JNU colleges. - Private colleges: Here's the prices are higher than government colleges and it would be around 25,000 - 1,00,000 per year. The eligibility criteria will depend on when you are admitted to MCA. Since you have cleared your 4th semester backlog exam and the results will be available in November, you could still be enrolled in this academic year if university allows acceptable provisional admission with pending results. Several colleges allow this, provided you submit the cleared marksheet before a deadline. Should the admission authority be strict about having all semester's results available at time of counselling, you will have to wait until next year to apply. I would also suggest checking with the university or PGECET counselling information.

Patil Institute of Management in CAP Round 2 with 88%, as a SEBC OHU candidate, this is a good option to take if you care about location and timeliness more than waiting for subsequent rounds.
