RV College of Engineering : CSE usually closes below 2,000 rank
Now, about KLE Technological University, Hubli :
CSE closed around 6,000 rank
AI closed around 7,000–8,000 rank
So, with your rank, it's not possible to get CSE or AI in KLE Hubli under the general or SNQ quota.
However, you may get chances in some other private engineering colleges where the cutoff is higher, like:

Yes, you can get a BHMS college in Delhi through the state quota if you belong to the general category and have a good NEET score.
There are mainly two government BHMS colleges in Delhi:
Nehru Homoeopathic Medical College and Hospital
Dr. B.R. Sur Homoeopathic Medical College, Hospital and Research Centre
For Delhi state quota (85%), the NEET cutoff for general category is usually between 400 to 450 marks. The closing ranks in past years were around 53,000 to 59,000.
If you have Delhi domicile and score within this range, you have a good chance of getting a seat. Admission is based on NEET and done through Delhi University.
