You can have a bds Or bhms seat in your state quota according to your state rank. And there you have to pay about 50,000 or less amount  per year as college fees and then you have to pay some hostel fees also after taking admission to the alloted college. 

You should apply for the counselling to have a seat in any medical college.

You have not mentioned your category. Anyways if you belong to general than with 447 marks, your chances of getting a decent government college in your state through state quota(85%) are negligible.
However you might get some good private medical college in your state through state quota.
There is no college as without fee, however fee concessions and scholarships are available for student having economic issues. You will get to know about these once you join a college.
