Coming to your question as you have mentioned that you did not get a seat in 1 St csab round I will suggest you to participate the 2 nd round  also , and suppose you did not get a seat in the second round then the amount will be refunded to you deducting only the counselling charges around 1500 most probably and of you get a seat than it will be avoid thing for you ,
