If you have got 3 percentile in PCB group, then your percentage will be very low. Percentile and percentage are different. 3 percentile means you are above only 3% of the total students who appeared in the exam.

So, your marks are very less, and your rank will be very high, close to the total number of students. For example, if 10 lakh students appeared, your rank may be around 9.7 lakh.

With this percentile, chances of getting admission in good colleges are very less.
