Yes  kashmir students can apply for CAB there no such terms and conditions on behalf of kashmir migrants to not to apply in CSAB .and so far considering your ews quota rank its very difficult for you to get admission into any prestigious college of engineering like nits or iiits.

As nits or iiits are one of the most sought after college in feild of engineering so they have high cutoffs for the candidates to get admission.

You might get admission into Some GFTIs like assam university or Mizoram university.
