With this rank it's difficult to get any NIT but it want to try then you can consider the following NITs : NIT Meghalaya, NIT Mizoram, NIT Raipur, NIT Agartala, NIT Arunachal Pradesh, NIT Manipur, NIT Goa if any one of them is home state to you.
One government college I would like to suggest you is HBTU.

With this rank it will be difficult for you to get colleges. You can go for JOSAA and CSAB counselling. Also, you can apply for central University. There you will get more advantages to get colleges.
Cutoff varies every year depending on various factors. Keep in mind that your chances to get a seat will depend on the following basis:
Number of seats available
Number of students applied for the same branch
Performance of the students
The category you belong to etc.
